Commentary: Access of persons belonging to national minorities to the media external link
Abstract
Dit artikel behandelt de toegang van nationale minderheden tot de media. Het onderzoekt en evalueert de resultaten van het formele toezicht op de relevante bepalingen van het Kaderverdrag inzake de bescherming van nationale minderheden van de Raad van Europa. Tot slot komen een aantal voorstellen om dit toezicht te verbeteren aan de orde.

Abstract
Dit artikel geeft een overzicht en een korte analyse van de benaderingen van de Raad van Europa in de strijd tegen racisme. Ook worden de relevante juridische ontwikkelingen in het kader van het Europees Verdrag voor de Rechten van de Mens besproken. Het artikel onderzoekt in het bijzonder de interactie tussen de doelstellingen van anti-racisme, anti-discriminatie/pro-gelijkheid en de vrijheid van meningsuiting.

Abstract
In dit rapport worden de beschrijvingen geanalyseerd van juridische en andere wetsvoorstellen die door de verschillende landen van de Raad van Europa zijn aangenomen om toegang tot technologieën van nieuwe media voor nationale minderheden te bevorderen. Het rapport vloeit voort uit eerder werk van de auteurs voor DH-MIN over hetzelfde onderwerp (zie ook hieronder).

Abstract
In deze hoofdstukken worden de grote lijnen van de normatieve standaarden van de Raad van Europa inzake twee relaties geschetst: (i) vrijheid van meningsuiting en informatievrijheid, media pluralisme en diversiteit en het beschermen van de menselijke waardigheid, en (ii) deelname in een democratische samenleving en toegang tot informatie en tot de media.

Representation of Minorities: Rights of Access, external link
Abstract
This paper will examine the Council of Europe's efforts to create, consolidate and advance rights of access of minorities to the media in its standard-setting work. As such, relevant provisions of its three most salient treaties in this area, i.e., the European Convention on Human Rights (ECHR), the Framework Convention for the Protection of National Minorities (FCNM) and the European Charter for Regional or Minority Languages (ECRML), will be analysed. Notwithstanding the prima facie differences between the treaties in terms of their respective focuses and objectives, they also usefully complement each other in various ways. The present analysis will briefly show how each of the three treaties has contributed to the goal of ensuring representation in/access to the media for minorities.
