Andrei Mihai Pop is a PhD candidate in Philosophy of Law at the University of Milan (Statale di Milano), where his research bridges the gap between constitutional tradition and technological disruption. He holds a Master’s degree in Law from the University of Trento, awarded 110 cum laude, and has cultivated a global legal perspective through academic stays at Newcastle University (UK) and Babes-Bolyai University (Romania). His academic background is further distinguished by advanced specializations in Cybersecurity, AI, and Data Protection at UNIMI, alongside practical experience as a court clerk at the Public Prosecutor’s Office of Verona and as a research fellow and project manager at the University of Verona. Andrei also passed the bar exam in 2025.
His doctoral research, also conducted as a researcher for PagoPA S.p.A., tackles the digital transformation of the Italian Public Administration within the context of a data-driven society. Andrei’s work investigates the profound impact of Artificial Intelligence on fundamental rights, seeking to determine whether the Law can provide the necessary “guardrails” to steer this disruptive techné. By analyzing the intersection of algorithmic governance and constitutional safeguards, his research aims to ensure that technological advancement does not proceed unchecked but remains anchored to the protection of individual liberties. His recent publications reflect this commitment, focusing on the EU AI Act’s risk-based approach and the ethics of digital governance.
