The committee\u2019s main task is to prepare a draft recommendation for adoption by the Council of Europe\u2019s Committee of Ministers on a comprehensive approach to addressing hate speech, including in the context of an online environment, within a human rights framework. The recommendation will be addressed to the organisation\u2019s 47 member states.<\/p>\n\n\n\n<p>This is the fourth successive committee of experts at the Council of Europe of which Prof. McGonagle has been a member. He previously served as Rapporteur of the committees of experts (<a href=\"https:\/\/www.coe.int\/en\/web\/freedom-expression\/msi-jo\">2014-5<\/a>; <a href=\"https:\/\/www.coe.int\/en\/web\/freedom-expression\/committee-of-experts-on-media-pluralism-and-transparency-of-media-ownership-msi-med-\">2016-7<\/a>) that drafted the Committee of Ministers\u2019 <a href=\"https:\/\/search.coe.int\/cm\/Pages\/result_details.aspx?ObjectId=09000016806415d9\">Committee of Ministers\u2019 Recommendation CM\/Rec(2016)4 to Member States on the protection of journalism and safety of journalists and other media actors<\/a> and <a href=\"https:\/\/search.coe.int\/cm\/Pages\/result_details.aspx?ObjectId=0900001680790e13\">Recommendation CM\/Rec(2018)1 to Member States on media pluralism and transparency of media ownership<\/a>.
